Experience Transforming the System: Zhytomyr Resilience Center at the National Forum in Kyiv

Psychosocial support for Ukrainians remains a key focus of the BGV Charity Fund. Two years ago, the Fund established the Resilience Center in Zhytomyr, and today its practices are being integrated into the national framework. Recently, Kyiv hosted a major event—the National Forum of Resilience Centers—which brought together over 450 professionals representing more than 250 centers across the country to outline strategic directions for social service development.

The forum featured Keynote speeches from the First Deputy Prime Minister of Ukraine, Yulia Svyrydenko, who emphasized the vital role of social services in the country’s recovery, and Minister of Social Policy, Denys Ulyutin, who presented the long-term vision for the network. For the Zhytomyr team, the event was an opportunity not only to learn from peers but also to present their own practical models developed over two years of continuous operation.

A point of pride for the BGV Charity Fund and the local community was the official recognition of Liliia Sokoliuk, Head of the Zhytomyr Resilience Center, for her outstanding contribution to the program. She also served as a speaker on a panel discussion dedicated to digital transformation and the implementation of electronic case management. Zhytomyr’s data-driven experience in handling cases, analyzing challenges, and identifying effective solutions became a core asset of the nationwide professional dialogue.

During her address, Liliia Sokoliuk highlighted the impact of technology on daily human-centric operations:

“Efficient case management is primarily about coordination. Today, we talk a lot about digitalization as a tool that shifts the approach to human aid, making services more accessible, faster, and more personalized. But for me, it is above all an opportunity to ensure that no individual gets lost in bureaucratic processes. Our goal is to guide a person or a family through a clear plan: from the initial inquiry to the ultimate resolution of their problem. Digital solutions allow us to synchronize the efforts of all specialists, making this journey rapid and transparent.”

Participating in a national forum of this scale validates the Center’s development vector. Inspired by shared values, the team returns to work in Zhytomyr to convert these advanced insights into real, effective aid for the local community.
