The Secretariat of the Ukrainian Parliament Commissioner for Human Rights, together with the BGV Charity Fund, announces the launch of the second wave of a joint initiative to support newborns in Ukraine. As part of the project, the organizations will provide 1,500 kits with essential baby products — clothing, diapers, hygiene items, skincare products, toys, and more — to families with newborns. The targeted aid in this second wave of the project will be delivered to babies in Kharkiv, Odesa, and Dnipropetrovsk regions.
The project’s donors, who provided goods for mothers and children, are the German partners — dm-drogerie markt and #WeAreAllUkrainians, as well as the Biosphere corporation. The logistics partner of the project is Nova Poshta. Thus, 1,500 families with newborn babies will receive the aid completely free of charge, including delivery.
“We are directing these kits to mothers and young families with newborns who need assistance during these challenging times. We are confident that this aid will be helpful and cover essential needs for the children. We must stay close and support those who need it most, especially our growing generation,” commented the Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets.
Initially, with the efforts of the regional representatives of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights and the Ministry of Social Protection, a list of families with children who are currently in need of assistance was compiled. These include newborns in large, low-income families, as well as IDPs in Kharkiv, Odesa, and Dnipropetrovsk regions. Registration for the program for these families is now handled through the Ombudsman’s Office representatives.
As a reminder, last fall, the Secretariat of the Ukrainian Parliament Commissioner for Human Rights, together with the BGV Charity Fund, announced the launch of a joint initiative to unite efforts aimed at protecting children’s rights and supporting newborns. The corresponding Memorandum of Cooperation was signed on November 25, 2022. The first stage of the project was the provision of targeted aid to 400 families with newborns in Dnipropetrovsk region, which is one of the areas with the highest number of children affected by the war and one of the regions with the most internally displaced persons.

The Ukrainian Parliament Commissioner for Human Rights (Ombudsman of Ukraine) is a public official whose status is defined by the Constitution of Ukraine. The Ombudsman carries out their activities independently from other state bodies and officials and ensures parliamentary control over the observance of constitutional human rights and freedoms, protecting the rights of each citizen on an ongoing basis. Since July 1, 2022, Dmytro Lubinets has held the position of Ombudsman. To carry out the Ombudsman’s powers, 9 core areas of activity have been selected, with Ombudsman representatives assigned to each, and a Secretariat has been established to support operations. The Ombudsman’s Office is expanding its network across Ukraine and will be represented in every region starting from 2023.
The BGV Charity Fund was established by the team of the BGV Group Management investment company to provide aid to Ukraine during the war and assist in the country’s rebuilding after victory. The fund’s main areas of work include humanitarian aid to vulnerable populations, supporting medical institutions, and helping newborns and mothers. During the year of full-scale war, the Fund, together with its partners, has sent almost 30,000 targeted aid kits to families with newborn children under 2 months old. The total project budget has reached 3 million euros. Aid has been delivered to 23 regions — to 2,469 settlements across Ukraine. Overall, the Fund has already attracted around 10.5 million dollars in support for Ukraine — both direct project funding and product supply.
